The statistics of educational department in 2006 data shows that there are approximately 20 million immigrants'children, who are mainly at the compulsory education stage aged at 6 to 15 years, have moved into cities with their parents at present in China. The huge education demands of immigrants'children can not be easily met by the current capacity of public schools in cities. In recent years, along with the rapidly growing number of immigrants'children, the issue of compulsory education of this population has received more and more attention from the central committee as well as the local authorities. Since the Notion on Further Improve the Education of Immigrants'Children in City was introduced in 2003, the policies and regulations aiming at the difficult access of immigrants'children to the education were issued successively by governments of all levels, especially after the enactment of Volunteer Education Act, the volunteer education for immigrants'children in urban settings has been ensured legally. However, the volunteer education for immigrants'children is practically at the less favorable status, since the public education resources are allocated on the base of the registered households, the education is primarily financed by local government and the education security system of immigrant's children is still in absent.The compulsory education is a kind of pure public good, therefore the immigrants'children who are living in the cities should enjoy the right of compulsory education equally as the city children. But, the realistic situation is: the majority of immigrants'children could be enrolled into the private schools for the immigrant's children exclusively. The social-educators believe that, education, especially the compulsory education play the role of stabilizer and equalizer in the social mobility and differentiation. It provides the opportunity of fair competition and upward mobilization for people, helps the disadvantaged person out of the limitation of his/her family background. It will remarkably improve people's survival condition and reduces social inequity. Then, the inequity access of volunteer education for the immigrants'children today will significantly influence the sustainable economy development, social stability and harmonious relations between all communities of China in 50 years.Sijing township of Songjiang District, where author is working at, has a migrating population which totals at two times of local residents. According to the statistics by township education commission,among the migrating population, the number of school children aged at 6 to 14 years is about 3000. While a small number of these children study at junior high schools, most of them are at the stage of primary school. The total enrollment of three schools exclusively for immigrants'children in Sijing Township was 2189 and the enrollment of Silian Junior School mainly for immigrants'children was 650. At present, except that some immigrants'children with better-off family could enter the schools for local residents, the compulsory education for most immigrants'children could only be provided by poorly-staffed and poorly-equipped immigrants'children schools. Author has made a questionnaire survey on the students'parents from three schools exclusively for immigrants'children and Silian Junior School. The survey investigates their survival condition and their conception, analyses the incomplete policies and rules of the local governments regards the compulsory education for the immigrants'children, and use the theory of New Public Administration and Public Good to proposes some strategies and countermeasures such as the cancellation "500,000 Yuan" discriminative threshold of enrollment, the establishment of an localized administrative mechanism of immigrant's children schools and the formulation of the coordination agency and coordinating mechanism financed by local government and supported by favorable policies.
