Private foundation education has been developing for many years in overseas, and stood steady connection with government and demos. Researching and analyze in order to make it more perfect in overseas. In China, developing of non-government funded education undergo a great deal of twists and turns. How to understand and develop it under specific situation of China, namely how to look on two aspects brought out by it has not been known consolidate. Too many problems in running the schools, especially conflict with compulsory education has not been resolved soundly .This paper's composition and accomplishment are based on them. The paper analyzed mainly two paradoxes on non-government funded education and compulsory education, and primary problems and resolve in China. To get conclusion by literature reading, investigating on the spot, comparing analyze and own thinking.Five chapters form the paper. Firstly clears history and foundational concepts of private or non-government funded education domestic and overseas. The first and the second chapters analyze two paradoxes about main part, form, idea and effect of non-government funded and compulsory education, namely equity and efficiency, public welfare and profit-making. The third chapter compares and analyzes overseas resolve. The last chapter put forward primary problems about non-government funded education in compulsory education stage and several constructed opinions according to the situation of our country.In the conclusion part, the author makes a simple summary and expects that the paper can bring new vigor to study non-government funded education in compulsory education stage of our country.
