| According to the report of the 19 th CPC National Congress,The Chinese characteristics socialism has crossed the threshold a new era.The main social contradictions for our country has been evolved into the contradiction between unbalanced and inadequated development and the people’s ever-growing need for a better life.With the improvement of people’s living standards,the demand for balanced and high-quality education is increasingly strong.In carrying out the work of establishing high-quality and balanced county compulsory education,the Ministry of Education proposed to explore the development mechanism of high-quality balance with school districts taking the lead.In order to promote educational equity,the school union system has been fully rolled out in recent years.Based on this background,this paper chooses "improvement of school district chief leadership in the context of compulsory education school district management reform" as the research direction.From multiple perspectives,this paper analyzes the current situation of school district head directly under S Municipal Education Bureau,existing problems and ways to improve school district system management and school district head leadership by applying management theory.On the one hand,this study provides theoretical support for the realization of the balanced development of compulsory education in the new era,and further improves the balance and quality of compulsory education.On the other hand,this study deeply analyzes the reasons for the current problems in the leadership of school district chiefs,puts forward countermeasures,and provides practical reference for relevant decision-making by government management departments.Firstly,based on the analysis of the existing relevant literature,this paper comprehensively discusses the current research status of school union management model and learning district leadership in the international and domestic,definition of the key concepts involved in this study.Then organize the investigation and research on the leadership of the school district leaders,to explore the current situation and influencing factors of the leadership of school district head directly under S Municipal Education Bureau,Then,it is summarized that the leadership of school district leaders has some problems,such as insufficient overall planning and organizational ability,weak effective communication ability,insufficient ability to resolve contradictions,weak self-improvement ability,and insufficient ability to gather cultural synergy,Athrough interviews,the causes of the problem are analyzed from the following three levels: government,school district governor and school district internal,After theoretical and empirical research,finally from the three perspectives of government management departments,district heads and internal school districts,we grasp the five dimensions of structure,interpersonal,politics,teaching and cultural leadership,and put forward countermeasures to improve the leadership of district leaders to boost the quality and balanced development of compulsory education. |
