In recent years, some universities in Shanghai, Beijing, Tianjin and Nanjing have launched a meaningful attempt to transfer credit. Are there some problems in credit transfer? Do these problems affect the efficiency of credit transfer? What are these problems? Which is the fundamental reason for these problems?This paper chooses two interest people, students and academic staff, who closely related to credit transfer. Based on the survey and interview the two kinds of people, the paper attempts to find out the major problems in credit transfer in universities from different perspectives. During the analysis and generalization of the interview materials, this paper comes to the basic viewpoint that the lacking of regulations in the system of management in universities affects the efficiency of credit transfer. Focus on this point, this research starts from responsibility issues, communication issues, economic interest issues, which relate to the regulations, analyzes the real performance and the specific reason for these problems, besides that, gives some advice on these issues.The paper is constituted of two parts: the first part shown as charter one, which includes research background, literature review, research questions, main concepts, the research process and methods.The second part, from charter two to charter four: Charter two introduces the responsibility issues in the credit transfer system in universities, proposals the contractual relations framework of the credit system, describes specific performance associated with responsibility issues, and puts forward the different responsibilities of the coordination of joint schools of higher education institutions, exchange universities, and the students. Charter three surveys the communication issues, classifies the different problems in communication, constructs a triangular communication network, and proposals how to construct a healthy communication network in credit transfer system. Charter four involves the economic issues, introduces the specific performance of economic issues in credit transfer system, and gives analysis and policy recommendations for this issues from different aspects.
