With the popularization of nine years’ compulsory education and higher education, thebalanced problem of compulsory education received widespread attention. Due to theeconomic, historical and policy differences, the compulsory educational level, quality andbenefit of districts, urban and rural areas and schools have differences. So the developmentof compulsory education is unbalanced. It is mainly manifested as the capital investment,the quality of teachers, schools’ software and hardware facilities and other aspects areunbalanced in the allocation of resources. This article takes the relation of our country’scompulsory educational equalization and the financial investment as the research’sperspective, and combines current situation of our country’s compulsory educationalequalization. Through studying financial investments’ experience of foreign compulsoryeducational equalization, this article puts forward to suggestions, which promote thebalanced development of compulsory education in China. The full text is divided into sixparts:The first part: It mainly discusses the research’s background and summarizes domesticand foreign research’s results.The second part: It discusses the theory of compulsory educational equalization. So itprovides theoretical support for further study.The third part: It studies the situation of Chinese compulsory educational equalization.Through the financial angle, It primarily evaluates the condition of compulsory educationalequalization. Using per capita educational expenditure, per capita budgetary educationalexpenditure, per capita public expenditure, per capita budgetary public expenditure’sindexes, it analyses the compulsory educational differences of provinces and urban andrural areas.The fourth part: It studies the relation of Chinese compulsory educational equalizationand the financial investment. It mainly uses theoretical research and practical research. Intheory, it discusses the indexes of compulsory educational equalization and the financialinvestment’s relation. In practice, using the multiple linear regression’s model, it proves theimmanent connection of Chinese provincial per capita educational expenditure and thelocal economic development’s level, especially per capita GDP, the financial revenue andexpenditure’s level. Through the regression’s results, it analyses main factors of the impactof Chinese provincial compulsory educational non-equilibrium.The fifth part: It studies foreign financial investment’s experience, which promotescompulsory educational equalization. Mainly through the United States, Britain and Japan’s compulsory educational financial input mechanism, it summarizes international experienceof compulsory educational equalization’s financial investments. It provides theenlightenment for our country’s compulsory educational equalization’s development.The sixth part: It puts forward proposals, which promote our country’s compulsoryeducational equalization. In order to promoting the balanced development of compulsoryeducation in our country, it is necessary to improve the financial system of Chinesecompulsory education. So our country’s compulsory educational fund can be enough,compulsory educational fund can be fairly distributed, compulsory educational fund can beeffectively used, and compulsory educational level reaches a certain standard. In order toachieving the goal of compulsory educational equalization, it is necessary to determine thebasic compulsory educational fund’s level and achieve its equalization.
