The year of 1999 witnessed the introduction of a more inclusive matriculation policy and marked the beginning of the popularization stage of higher education in China. Accompanying this was the contradiction between an ever-rising demand on higher education opportunities, pinch of education resource, the hide quality crisis and the deep concern on the quality of talents. To balance the two aspects, a scientific and dynamic attitude on quality should be adopted, and a well designed mechanism established for the surety of quality.Firstly, the concept of talents has multiple connotations. Roughly defined, talents refer to citizens who can play a positive role in the society. Talents that modern higher education institutions are expected to cultivate should include not only specialists highly regarded for their potentials to drastically promote social production,but also science theorists noted for their creativity and thinkers reputed for their intellectual integrity. The quality of talents should be reflected as the whole array of gifts and aptitudes,namely,lofty purposes, physical and psychological toughness,solid practical skills,and high creativity. Secondly,the present paper proceeds from the varied demands and expectations on higher education and analyzes the different factors influencing its quality. So what follows is a more detailed analysis that can serve as a possible answer to the urgent call to ensure and improve the quality of higher education in a time when it is increasingly popularized.This analysis includes the adoption of a scientific and dynamic attitude on education quality, the establishment of guarantee mechanism, the introduction of new quality control model, the reform of curriculum design and the cultivation of a first-class faculty.
