In the meantime, its development also attracts great interest of education theorists and the public. Non-governmental higher education brings many new problems that never have been met before. Non-governmental colleges run or operate disorderedly while the government's administration of them is also random. Undoubtedly these realistic problems need us to consider, study and pay concerns to from the theoretical and academic perspective.
