Since China adopted reform and opening-up policies, private schools have resurged after suffering a three-decade-long oblivion. With China's transition from a centrally planned to a market-based economy, China's education sector, particularly the non-governmental education sector, has inevitably developed new relations to the market. Therefore, discussing non-governmental education in the context of the market economy is particularly important. This paper attempts to provide an in-depth exploration of how public and non-governmental educations can develop on an equal footing in terms of the growth and expansion of the market economy and in the context of the market economy, as well as the reforms of the management of non-governmental education in the context of the market economy by reflecting on the practices in school running. Hopefully, this paper can provide a new perspective on the research of non-governmental education and some substantial and feasible references for the management of non-governmental education.This paper consists of three parts:Part 1- The market economy promotes the resurgence of China's non-governmental education. China's economic reforms have contributed significantly to the expansion of multiple economic elements in the market economy, particularly the private sector, and have changed people's mindset on education investment, which, coupled with China's long-term severe inadequacy in education spending, has created an enormous education market. All these have facilitated the resurgence of non-governmental education, which will undergo three basic phases:initial resurgence, rapid development, and legal standardization.Part 2 - The market economy calls for fair competition and mutual development of public and non-governmental education. The essence of the market economy is competition, fair competition; however, as a consequence of the planned system which has existed for a long time in China, non-governmental education is not on an equal footing with public education in terms of not only investment responsibilities and opportunities to launch schools, but also the treatment of educators and students, and therefore is stuck in a very unfavorable position. The state should formulate concrete relevant measures to achieve real equality between public and non-governmental educations and to promote the further development of non-governmental education.Part 3 - The market economy calls for reforms of the administration of non-governmental education. Under the conditions of the market economy, the administration of non-governmental education should conform to market principles. As far as the state is concerned, administration means establishing a service-based education administration system and providing freer room for the development of non-governmental education by creating and implementing unified school establishment criteria and building a diversified education system; as far as private schools are concerned, administration means improving their competitiveness through industrialization, the standardization of administration systems, and the enhancement of quality.
