Teacher outflow is one of the prominent problems which teacher's troops are facing recently. How to keep the relative stability of teacher's troops, adapting the situation of competition for talent under the socialist market economy is an important topic that the countryside elementary and middle schools need to resolve nowadays. In order to figure out this problem, realize the reasonable human resources and develop the local education business, I take the situation in Chizhou City (Anhui Pronvince) as an example to illustrate my viewpoints. On the basis of some questionnaires and interviews for a few schools, I carry on the thorough investigation to the situation of this problem. Therefore, I am about to analyze some reasons and consequences, putting forward several counterplans and suggestion in this essay.The present situation of this problem.First of all, teacher outflow causes the descend of education quality, influencing the universality of the compulsory education. The next, it results in so many serious consequences, such as the talented teachers being out of stock, the unbalanced discipline structure, the drop of school records and even the further fall of overall quality of countryside teachers. Hence, the compulsory education in the countryside is to be confronted with the crisis of "teacher lack".Some factors to cause this problem.The general factors include natural circumstance, social circumstance, economic development, cultural tradition and social psychology. Nevertheless, the basic reason which enlarges the difference unceasingly lies in institutional factors like the city centralization of education investment, the ignorance of the law and the Government's superficiality. They result in the lose of teachers' partial rights and interests, and finally the drain of talent in the countryside. From the research and analysis for the current situation of this problem. In my opinion, the key point to complete the compulsory education lies in countryside but not in city. Moreover, I consider that the shortage of education funds limits the development of compulsory education in the countryside and the teacher outflow intensifies the difficulty of its popularization.Counterplans and suggestion.The hope of a nation lies in education, and the hope of education lies in teachers. Therefore, the basic solution to the problem of compulsory education in the countryside is to prompt teacher's treatment, improve teacher's social status and stabilize teacher troops. In line with the thought which proceeds in an orderly way, the essay brings up the following counterplans: set up the correct concept for the teacher flow, improve the school management, build the reasonable teacher mobile mechanism, prompt teacher's social status, stabilize teacher troops, increase the education investment, perfect the management for compulsory education and so on.
