More than two decades has passed since the reform and opening up. During this period of time, private schools have been booming for development. As a useful supplement resource, private schools of the compulsory education stage have contributed to the popularization of nine-year compulsory education. However, with the goals of the popularization of nine-year compulsory education being achieved, and some state policies being implemented (e.g. Students needn't pay any tuition or incidental expenses when they study in primary schools or junior middle school. And if the students' families are too poor, the government will help them by paying for their meals or lodging), private schools have been impacted on. "Teachers are the decisive factor in schools." Under the new situation, the administrators who take charge in compulsory education private schools need to set up a high-quality and stable-structure teaching group, so as to promote the healthy development of the school.The author has selected four private schools for compulsory education in Shanghai to research the situation of the teacher outflow. As a matter of fact, the teacher outflow has bad effect on the schools, the teachers themselves and their students. After investigating and interviewing the teachers who left a certain school, we can discover some reasons causing the teacher outflow. Though some teachers think that one is that private school teachers are not regarded as civil servants, most teachers think these are the main causes—the disappointing school administration system, the low salary income and bad welfare, the limits to teachers' individual development, the heavy work as well as the lack of sense of belonging because of the lack of confidence in the school development.The author has further analyzed the deep level reason from these two aspects—the characteristic of the teachers as a group who work in private schools and the school administration. With interviewing the principals of low personnel loss schools, as well as comparing different private schools' management, the author proposed some Countermeasures to set up a high-quality and stable-structure teaching group.Firstly, set the proper goals and establish the perfect administrative systemSecondly, regard the teachers the crucial factor in school running, implement humanistic management.Thirdly, use scientific and reasonable evaluation system.Fourthly, safeguard the teacher legitimate rights and interests, enhance teachers' welfare treatment.Finally, create a good school culture, set up common values.
