The Construction Of College Moral Education Safeguard System

College moral education has always been emphasized by the Party and the Government and certain achievement has been made, but various problems remain to be solved mainly due to insufficiency of relevant safeguard system. The author therefore completely and systematically examines the way to build up a college moral education safeguard mechanism, and comes up with a series of operational proposals on how to strengthen and improve such work.The first part discusses the definition and special characteristics of college moral education safeguard system, which is a functional whole made up with interrelated and interactive factors. This system is aimed to safeguard the political, ideological and moral education on campus with focused object, reflecting the importance of moral education in development of college students. It has specific direction, object, levels, and is adaptable, coordinated and systemic.The second part gives an analysis into the current state of college moral education safeguard system, centering on the achievements made so far, problems to be solved and their causes, as well as the necessity of such a system.The third part explores principles for constructing college moral education safeguard system, namely scientific, comprehensive, object-focused, diverse and effective.The author gives his own recommendations on the construction thereof in the fourth part. It should be aimed at an open, fully participated and comprehensive system, through efforts in eight areas: classroom, after-class activities, Party-League initiatives, administration and instruction, consulting service, social engagement, environment creation, and self-improvement. In constructing this system five perspectives should be taken into account: scientific and innovative methodology; team building; incentive and competitive mechanism; administrative system; and increase budget as financial safeguard.
