Practical improvement in the substantial results of college moral education is a goal moral educational workers are pursuing and it has been proved in practice that strengthening the construction of moral education base is an essential act to improve the substantial results of college moral education. However, the construction of moral education base in college is at practice level on the whole and the theoretical research is only at its starting moment. In order to guide the construction of the base scientifically and effectively and to accelerate its healthy and favorable development, it seems quite necessary and prominent to study the construction problems of moral education base in college level.Correlative problems about the construction of moral education base in college are discussed at both practical and theoretical levels in this article. It brings forward that moral education base in college, which is constructed by the country or by local government or college at all levels based on the moral education goal in college and the regular patterns of both the body and mind development and the ideology and moral formation of college students, is a arena for carrying out ideology education, politics education, moral character education, law and discipline education, psychology health education among college students. Because of the internal demand of moral education development in college, it has become necessary to classify the moral education base scientifically. In order to help moral educational workers grasp the characters and regular patterns of the moral education base better, moral education base in college is divided into six categories in the article with original creation-ideology education base, politics education base, moral character education base, law and discipline education base, psychology health education base and comprehensive education base according to thenature of the moral education tasks in college. Meanwhile, it is pointed out that as the construction of moral education base is a systemic project, four key elements of the system are elementary. They are prerequisite-object system, organization system, tool system and standard system. At the end of the article, five basic principles, which must be followed in order to construct a high standard moral education base with reasonable layout and vivid features, are suggested countering the problems existing in the construction practice of moral education base at present. The principles are as follows: programming entirely and laying out reasonably; combining internally and externally and constructing and benefiting mutually; taking measures to local conditions and giving prominence to features, optimizing distribution and sharing resources; centering investment and developing deeply.
