It is very important to develop the teacher evaluation for teachers' professional development and schools reform. Although nowadays it has become a ritual in the school management, it is not still satisfying principals and teachers. For principals, teacher evaluation is convenient to distinguish excellent teachers from the common ones according to the evaluation results, but on the other hand, from the aim to the content, the standard to the subject, and the time to the methods of evaluation, more or less in all of its procedures, it is unconvinced for teachers. However, in fact principals know that it is nothing but a rule or a game of interpersonal relationship in the teacher evaluation.It has become a bottleneck for high schools reform of teacher evaluation if it won't be supported or agreed on by teachers. Therefore, teachers and principals are all longing for applying the practical teacher evaluation system that is satisfying them.Based on the data from the survey of questionnaire and interview to teachers and principals, and in the framework of three questions: (a) how will teachers take look at the teacher evaluation, (b) what is the practical and effective teacher evaluation in teachers' eyes, and (c) what is the teachers' opinion and expectation to the teacher evaluation, the author described the present situation of teacher evaluation and teachers' expectation about it, and has given some suggestions about it that applied in senior high schools.This paper has three parts. Introduction is the first, in which the author mainly describes the research background, literature review, and its significance, and later discusses how to gain data from samples by the survey of questionnaire and interview. In the second part, chapter 2 analyzes the survey results of the current situation, the purpose, the content, the standard, the main body, the time, the methods and the result treatment of teacher evaluation in teachers' eyes. Besides, result differences between different schools are discussed with the whole description of survey results in the sample schools. At the last part, chapter 3, the practical teacher evaluation system is discussed much more, that how to correctly understand the purpose, the content, the standard, the main body, the time, the methods and the result treatment of teacher evaluation, and that how to build it up reasonably.
