At present,the improvement of school education quality is inseparable from the construction of a high-quality teacher team.The development of rural elementary school is relatively lagging behind,and teacher evaluation,as an important part of rural school management,does not play its function of promoting teacher development.How rural schools use teacher evaluation to improve the overall quality of the school is significant to the development of rural schools.The investigation revealed that the existing problems and contradictions of teacher evaluation in rural elementary school in Enshi City,Hubei Province can be studied from five aspects: the function,content,subject,method and results of teacher evaluation.This study is divided into three parts in addition to the introductory part.In the first part,the discussion and research are centered on the theory of teacher evaluation management.Firstly,the concept and meaning of teacher evaluation are explained;secondly,the theoretical framework of teacher evaluation in schools is constructed;finally,a detailed theoretical discussion of each element of teacher evaluation in schools,i.e.,the function,content,subject,method and result of teacher evaluation,is developed one by one,which provides a theoretical basis for the practical investigation of teacher evaluation in rural elementary school and the analysis of problems and countermeasures.In the second part,a field survey is conducted in rural elementary school in Enshi City,Hubei Province.All teachers in six rural elementary school are selected as the respondents of the questionnaire survey.Three representative rural elementary school are also selected among the six elementary school,and in-depth interviews were conducted with school administrators and some teachers in order to understand the actual situation of local teachers' evaluation for all.The analysis of the survey results revealed the following common problems in teacher evaluation in the region: First,with regard to the function of teacher evaluation: teacher evaluation did not focus on teachers themselves,and the developmental function of teacher evaluation was limited.Second,in terms of the content of teacher evaluation: the process of formulating evaluation criteria did not involve the whole staff,and the evaluation index system was not scientific.Third,in terms of teacher evaluation subjects: the status of each evaluation subject in the evaluation is unbalanced,and the evaluators lack the necessary evaluation literacy.Fourth,in terms of evaluation methods: the evaluation methods are mainly quantitative,with less qualitative evaluation;schools do not pay much attention to teachers' self-evaluation.Fifth,in terms of the processing of evaluation results: there is a lack of qualitative feedback on evaluation results and insufficient use of evaluation results.In the face of these existing problems,the author has analyzed the reasons for the formation of these problems.In the third part,the author tries to propose countermeasures to solve the problems of teacher evaluation in rural elementary school in Enshi City,Hubei Province based on the analysis of the problems and causes of teacher evaluation in rural elementary school in Enshi City,Hubei Province,.?There are two concepts in particular that should be adhered to if you want to develop the right concept of teacher evaluation First,school administrators should adhere to the concept of teacher-oriented evaluation;second,teacher evaluation should take into account the dual purposes of teacher management and teacher development.?Develop scientific teacher evaluation content.When developing evaluation content,two things in particular need to be done: first,school administrators and teachers should jointly develop development goals and evaluation content;second,schools should establish a scientific teacher evaluation index system.?Cultivate high-quality teacher evaluation subjects.First,schools need to scientifically establish the weights of different evaluation subjects in the evaluation,second,establish a teacher evaluation team with the principal as the core,and finally,schools need to improve the quality of evaluators by means of school-based training.?Establish appropriate evaluation methods.Schools should do two things: first,school administrators should put teacher self-evaluation into practice;second,they should combine multiple methods of teacher evaluation.?Use evaluation results correctly.Schools need to establish an effective feedback mechanism for teacher evaluation results and also make full use of teacher evaluation results.
