On the basis of reviewing the literature of theoretical research on the development of school organizing, this paper discusses two views of organizing and basic framework of school organizing design, both of which affects school development, and systemically analyses the basic elements of school organizing and their relations.First, this paper sums up the basic thoughts of school organizing designs. We believe that previous views of school organizing design were influenced by the views of section/department organizing; however, schools in modern times should be guided by the outlook of human resources organizing. If school organization is guided by exploring human resources, management can be vertical, and culture will be converted from monolayer into multilayer; moreover, power can be changed from positions and orders into expertise and cordial rapport.Second, this paper studies the overall tentative plan and arrangement of organization as to how to allot work, divide groups, harmonize and cooperate with one another. When designing school organizing, we must take the six key factors into consideration; namely, specialization, sectionization, direction chain, magnitude of management, centralization and division of power, and normalization. We believe that school organization structure should be transformed from mechanical into organic. And thereby, we put forward that designing school organization structure should comply with the balanced and suitable principle of unification and validity, appropriate magnitude, position and power and knowledge as well as the combination and flattening of the linear chief executives and assistants, and the centralization and division power, organization structure and member status flexibility principle.Third, through analyzing and distillating the nature and connotation of school organizing, we propose the 3-Dimentional structure of the existence and development of school organizing with techonology, systems and culture as the three basic elements. School development is based materially on techonology, regulated by means of the construction and standardization of regulations, valued and strategically guided by culture, which constitute the 3-dimentional structure of school development. The origin of force of promoting school development lies in advancing technology, system and culture, and integrating their relations.Forth, this paper brings forward constructing flattening organizing structure and common academic institute and common vision, thereby promoting school development.
