Approach On RTVU Distance And Open Education's Teaching Quality Control

Openness is one of the most important characteristics of Distance Education while the openness and quality are contradictory to some degree. The balance between the openness and quality will influence the degree of openness and the study of students directly. In recent years, as the development of Open Education carried out by RTVU, how to control and guarantee the teaching quality has become more and more important. In this paper, the author uses Documentation Method, Content Analysis Method and System Research Method to probe into the teaching quality control system of Distance Education in RTVU. This paper has six parts: the Introduction gives the background and significance of this topic as well as a brief account of present study on this topic at home and abroad; Chapter One tries to define some basic concepts concerned in this paper and gives a brief introduction of the theories adopted; Chapter Two, by introducing three models of teaching quality control carried out by the world famous Distance and Open Universities, analyzing the present condition of RTVU in China, the author proposes that "standard" should be the criterion of RTVU and RTVU should aim at establishing a teaching quality control system in which the development of teaching resources, the establishment of teaching media and the corresponding management and evaluation are equally important. Chapter Three compares and explores the experiments of establishing the teaching quality control system in Distance Education in provincial RTVU in eastern region, central region and western region. Chapter Four puts forwardsthe framework of teaching quality control system in Distance and OpenEducation in RTVU, and goes into details of every steps. Chapter Fivesummarizes the author's achievement of study in this field, and advances questions that need further study.
