With the popularity and application of internet and mobile devices, national education and lifelong learning is becoming reality under the push of online learning idea, the national open university system taking continuing education as its governing task is playing an irreplacable role under the drive of online learning concept. Since the coming of the right news to set open university pilot work from Notice on Carrying out the Reform Pilot of National Educating System Issued by the State Council (State Council issued [2010] 48) [1], the prelude of open education, online teaching is uncovered, and it becomes much concerned for the construction of online course and the process of online teaching.The basic model of educating courses is that national open universities own the responsibility for running schools, and all levels within the system, state, province, city,and county, should divide works and cooperate with others[2].Therefore, under the 4-level education, selecting the online courses which are under the open-model education of provicial open university as the subjects, the author designed her paper from 4 parts:curriculum design, teaching team construction, teaching support service and teaching quality monitor. This paper is mainly to answer the following questions: (1) the current issues of online curriculum design, teaching team building, teaching support service and teaching quality monitor to enhance the quality of open university online teaching;(2) how to build open university online teaching quality system initially, and to put forward strategies to improve the teaching quality of open university according to the above four aspects.Firstly, the author sorts out the relevant documents of online course teaching in Guangxi open university(GXOU) with the method of document analysis; secondly, the author investigates the course building as well as teaching circumstances in open university with the help of questionnaire and interview. The author sets and recycles the paper questionnaire to investigate teachers' preparation of their courses before the operation of the course; then the author collects students' online questionnaire during the operation; and she sets and collects the questionnaire after the operation via SO JUMP. The subjects mainly includes the teachers from either city or county of GXOU and the 107 students of "career planning". Then the author studies the problems in the process of online course construction through experiments, and analysis the question of online course design by verifying the design of course program, reorganizing course structure and protecting course resources: the structure of the online course design needs to be optimized,resource development is in the form of lag and the unit discussion settings is out of reason; Analyzing the problem of teaching quality control by monitoring the teaching process: network platform teaching process monitoring function is not perfect and teaching quality control system is out of integration; To get well known of the construction and supportive service of online teaching team through the participation of teaching supportive service. This paper makes a detailed description and analysis of the current situation and problems of online course construction of open university, which contributes some interesting points for open university teachers and researchers.On the basis of this analysis, the author constructs the three-level index system of teaching quality evaluation in provincial open university from the aspects of teaching preparation, distance teaching implementation, collaborative work and teaching results,and puts forward the relevant countermeasures on improving online course teaching quality of provincial open university: (1) strengthening the training of teachers'technical ability, (2) speeding up the construction of teaching resources, (3) improving the online teaching support services,(4) enhancing the network teaching team.
