Research On The Ensure Function On Higher Education Equity With Governmental Investment

With the constant development of China's higher education, higher education has shifted from the "periphery of society" to the "center of society". The kind of access to higher education and the quality of higher education one receives will have a direct bearing on the vital interests of each of us. In such circumstances, people have been increasingly concerned about the equity of higher education, and this issue has become a hot topic of discussion. As the biggest beneficiary of higher education, our government should invest it, so as to insure that every student can have the equal educational opportunities. Meanwhile,as the mainstay of the investment to higher education,our government is responsible for higher education equity. Whether can our government guarantee higher education equity is one of the important standards to judge our government's function.However, there are still many problems in the current governmental investment to higher education,it seriously affects the realization of higher education equity. This dissertation will first analyse the problems of governmental investment to higher education,pointing the necessity of investing to higher education from government and the importance to higher education equity,finding all the problems exist and the factors affecting higher education equity.Then,the dissertation will analyse the financing of higher education in Britain,the United States and Japan. Summing up the characteristics of investment to higher education, hoping can get some useful reference on the reform of governmental investment. Finally, considering our country's own situation,learning from the successful experience of developed countries, the dissertation will give some practical proposals on the reform of governmental investment to higher education. Such as increasing governmental investment to higher education, establishing reasonable cost sharing and compensation system and improving the students' financial assistance system. All the purpose is to truly protect every student's legitimate rights,and to promote the achievement of higher education equity. The dissertation emphasizes the important role of government in the safeguard of higher education equity, with the purpose of improving the present situation of governmental investment to higher education, hoping to promote the realization of higher education equity in China.
