The evaluation system of higher education serves as the important approach to supervise the quality of talents training and stimulate the optimization and standardization of the management. It is also one of the major fields of the research on higher education. In spite of the achievements has made in the relating theories and practice over the last twenty years, many problems such as the monopoly of the government, the backwardness of relating legislation, lack of principal role on the part of higher education institutions and non-standardization in the evaluation institutions as well as the means adopted in the process still exist in the field. Hence, it's of great significance both in theory and practice to probe into the issue of establishing the evaluation system of higher education with the characteristic of China.The thesis starts with the comparison of the evaluation system of higher education between China and other countries in an effort to analyze the advantages and disadvantages of different systems as well as the causes that lead to the differences so as to put forward suggestions and provide solutions to establishing and improving the evaluation system of higher education with the characteristic of China in the perspectives of standardization, development and the creation of new systems. The thesis contains five chapters. In chapter 1, the thesis introduces the definition of relevant concepts, book review, the purpose, significance and the methods adopted in the research and analyze the importance of the research. In chapter 2, the thesis analyzes the formation and development of China's evaluation system of higher education. In chapter 3, the thesis discusses the reformation direction of china's evaluation system form the point of view of self-discipline and intendance. In chapter 4, the strategies are put forward to improve China's evaluation system of higher education. The following measures should be taken: One, the government should shift its priority to macro-regulation with its efforts in the service and support of the evaluation system of higher education and enhance the legislation as well as the enforcement of the law. Two, the subject and the type of the evaluation system should be diversified according different types of schools. Three, the guild of the evaluation system of higher education should be establish, which is supervised form self-discipline and criterion. Four, some measure should be adopt to enhance the improvement of the evaluation agent institutions. Five, enhancing the self-evaluation of college and stimulate the formation of the long-term mechanism of self-management, independent development. The forth chapter is the major part of the dissertation. The conclusion sheds light on relevant problems and forecast the development of China's evaluation system of higher education. The thesis can make due contribution to the improvement of China's evaluation system of higher education.
