This paper put forward the new conception of "sub-equipment" after analysiszing the urgency and difficulties of IT education in primary and middle schools in the city of Fuzhou: because of the economic limitation, the IT education in primary and middle schools in un-developed areas apply a kind of education apparatus and some other education methods which is more economical, therefore, "sub-equipment" can be explained as "economical-equipment". Then, the paper generalized the ideas of "sub-equipment" in IT education in primary and middle schools in the city of Fuzhou. In the following chapter, this paper also reviewed the provincial project finished by the author "adopt 'sub-equipment' to the primary education in rural areas".At last, this paper explained the meaning of "sub-equipment": We should take full advantage of the economical IT equipment during the course of popularizing IT education for primary and middle school students in undeveloped area; cultivate the students in normal university and the teachers on duty in primary-middle school, even tell the students how to teach themselves in order to alleviate the insufficiency of teachers; select the basic and practical content of IT education according to the state requirement; take full advantage of rural area to start the IT education from the right beginning.This paper tried to theorize the "sub-equipment" in order to guide the education practice of IT in China rural area, so that our education level may reach, even surpass that in developed countries.
