The developmental teacher appraisement is an important thought about the reformation of teacher appraisement in the elemental education reformation and has gained general acknowledgement in the theoretic circles. However, in practice, teacher appraisement has not been designed by the education Service and managers of elemental schools according as it and teacher has not availed himself of it to promote his specialty. By understanding the definition and theory of the developmental appraisement and reflecting on the traditional teacher appraisement, we can get inspiration that the developmental appraisement is a sustaining, conscious and systemic process, a normal state during the process of education and teaching; teachers should be judged according to the concrete educational and teaching scenes and be judged as professionals, not as artisans; teacher appraisement not only means the uniform assessment to all teachers, but also individual assessment according to his peculiarity.The paper, with physics teachers as its object, by the background of new curriculum, with an eye to school -base, with the intention to the agreement of theory between practice, sets forth the theoretic grounds ,leading ideas, appraisement methods, operational procedure of the developmental teacher appraisement; construes the main content and appraisal standard of the system,establishes two systems to the orientation to the promotion of physics teachers'specialty and of school teaching separately; expounds how to bring the developmental appraisement into effect in concrete physical scenes.
