Since 1980s, internationally, the development of higher education has centered on quality and efficiency rather than quantity. The issues on allocating limited education resources appropriately and using them effectively had been attended increasingly, Concentrating on these issues, an important trend of financial reform of higher education in developed countries is that performance funding are widely used and becoming an important component of financial system of higher education. Compared with other countries, performance funding of higher education in the United States is old, rather mature and perfect. There are many precious experiences we should learn from it. The article would deepen the understanding of performance funding of higher education and provide valuable experiences for funding model of higher education in China.The article is consisted of five chapters:The first chapter is introduction which briefly describes the article's background and significant of the study, summarizes general situation about the field in the world, explains the study methods adopted in the paper.The second chapter first gives a clear definition foregrounding relevant terminology about"performance","education performance""performance funding of higher education". Then discusses the categories of performance funding and the development trend of international funding models of higher education.The third chapter is to explore social background of performance funding in American higher education: State dollars dwindled; higher education with marketability raised rapidly.
