Since the economic reforming, the instruction reform which took place in the higher education of scienc and engineering had gained great achievement.But,many problems existed .these problems aren't restricted in the field of higher education,but also include the reform project management aspect. There are short of the direction of strategy,the criterion of selecting project ,the sustaining mechanism of project management and so on. The purpose of the article is to improve the project management process which took place in the instruction reform of higher education of scienc and engineering, and accelerate the healthly development of the higher education of science and engineering .By reading a number of literature,the comparison between the same thing and giving questionnaire out, the article reseachs the problems.The article firstly expatiated the background,briefly introducted higher education reform,instruction reform and the instruction reform project.The conclusion is the management problems exist in the course of instruction reform.secondly, I analyse and discuss the USA .English and Germany's the instruction reform status in quo,and NSF 's experience in organizing the instruction reform. Thirdly, I designed a questionnaire ,and by processing the data,summed up 8 project success factors.Lastly, I conceived the new project management process for the instruction reform of the higher education of science and engineering,and scoring model , of which the purpose is to accelerate the development of instruction reform,and provide some utilizable advise.
