As a result of the limitation of the planned economy and the slow-moving of the education reform in the past few years, the higher education evaluation appears close and simplex in some way. Evaluations controlled by governments are usually lack of supervision. Ways of evaluations are limited, which causes low work efficiency. Governments having excessive control over the process of evaluations leads to chaos between evaluations work and government behavior, in consequence of which, the evaluations are lack of source of accurate information and professionalism, which makes it difficult to make sure that the evaluations are impartial and logical. Therefore, the paper will be focused on discussing how to carry out variety practical approaches to create a moderate and versatile higher education evaluation system.Fist of all, by comparing ways some foreign governments involving in higher education evaluations, the author found out the reasons why different government models exit and the similar ways toward which they behave during the process of evaluations. Secondly, the author will walk us through all the years since higher education evaluation first initiated in China and analyze modifications in the past as well as benefits and disadvantages of having governments involved in the evaluations. At last, having current situations taken into consideration, the paper will point out operations for development and practical higher education evaluation system according to existing problems.The paper consists of the following parts:In the abstract, it introduces to the readers the background and significance of the research, meanwhile it will state some scholars'research...
