One of the significant issues in higher education is the self-government of colleges and universities. The relationship between the self-government of colleges and government's macroscopic management is the key for the present reform of higher education system in China, which also long puzzles the theory and management for higher education. The autonomy in running a university aims to change university's subordinate status to the government, making university a real autonomous legal entity in the society. Based on the ideology of running a university independently, the value of the autonomy of running a university lies in its academic freedom and university's self-government. According to China's national conditions, our government and university have very close links for a long time. How to balance the relationship between the government and the universities, and how to implement and expand school autonomy are of great significance for the prosperity and development of China's colleges and universities, the reform of macro-management of high learning and favorable policy for the development of universities as well as other services. However, the fulfilling of the rights of self-governing is far from satisfactory. Difficulties still exist for self-government of universities and colleges.On the basis of former research findings, the dissertation, by using generally comparatively analytic method and historically analytic method, studies the status quo, and restricting factors and countermeasures about the rights of self-governing of universities and colleges in China. It is divided into five parts. Chapter one is the introduction which sets forth the background and the significance of the chosen topic, the status quo of present research in home and abroad, the thread thought of this article, research methods and its innovations. Chapter two mainly introduces the role and responsibility of the government and the universities in the higher education administration, and their division of relation. In Chapter three, this paper does some case studies and research about the relationship between the government and the school in some education-developed countries, describes and compares their respective tentative measures in balancing the relation between the government and colleges and universities, analyzes its advantages, and draws some lessons. Chapter four describes the history of the relationship between our government and university, current situation, examines the causes of the problem in depth and reflects on the present problems in a rational way. Chapter five, in drawing on the experience at home and abroad, explores how to rationalize the relationship between the government and universities and puts forward some constructive measures and suggestions in establishing a positive interaction between our government and the universities.
