Ever since the 1980s, it arouse attention of mathematics education research field to study the posing of math problems. The teaching of "mathematics situation and posing problems" in the middle and primary schools is an advanced explorative and practical class experiment on the basis of tendency of math education reform both in our country and abroad. In this article we study the promotion of posing problem ability by use of "situation—problem" teaching, with the help of 5 years of experiment. Our goal is to promote the enhancement of posing problem ability.The main idea of mathematical situations and problem posing in high schools and primary schools is to raise students' mathematical problems ideas, promote the enhancement of posing problem ability and improving the student's ability to solve real problems by using mathematical knowledge. It founded on the comprehensive and profound theory basis, such as theory of dialectical materialism, theory of situation cognition, learning theory of construction, learning theory of latest developed domain and met cognition theory. In this article, We further explored the feasibility of this teaching, with the combination of new national curriculum standard(math), theory proposed by explorer of education theory, the experimentation of many middle and primary schools and the potential ability of posing problem of students. At last, we generalized the factor which affect students posing problem from books, teachers, students and society.On the basis of interview, paper-investigation among some experiment classes and non-experiment classes in Guizhou, we draw a conclusion: the ability of students in experiment classes which executed "situation -question" teaching is much higher than those in classes that did not execute this teaching. The teaching can promote students' thinking ability, ability of dealing with problems and enhanced their marks. With 3 teaching cases, we illustrate the method to execute "situation -question" teaching to cultivate students' ability.
