This essay is about the nowadays bilingual education has became main focus of Xin Jiang nationality education, and under this circumstance ,from the point of social ,educational ,and lingual environment, exploring the necessity of actualizing the bilingual education for primary and middle Uygur school of Yi Li Kazak Autonomous Region Xin Jiang ,and advise some solution to those bottleneck problems.After a large investigation we found that the most serious problems of the bilingual education of Yi Li Kazak Autonomous'Uygur primary and middle schools are shown as below: firstly, about the teacher's force. We are seriously lack of professional teachers who can teach both Uygur and Chinese. Bilingual teachers have more duty have to do, but they receive low salary and there are little encouraging policy ,meanwhile still have some teachers who are irresponsible and not willing to devote themselves to education. The project of training bilingual teachers is not accomplished the normalization ,standardization and systematization yet .Secondly, about the finance .we are seriously lacking of financial support and essential bilingual teaching facilities .Most schools are still using fall behind teaching styles such as black board and chalks because of lacking new and modern teaching instruments .Thirdly, about the teaching materials. We are seriously lacking of bilingual teaching materials which are really adapted to the local Uygur schools .Little dual language materials and reference books which effect to local student's quality and speed of study . Fourthly , about the parents and children . We are having difficulty to teach these children in bilingual ways who didn't get pre-elementary school education, because some families still have been suffering from hunger .Although parents have infinite hope for bilingual education, present bilingual education is not very effective ,thus,it is losing parents'interest. Fifthly, about the bilingual teaching mode. We are not applying a really proper bilingual teaching mode .For the better improvement of bilingual education of Yi Li Kazak Autonomous'Uygur primary and middle school and actualize effective bilingual educating system on them we want to make some advise from the aspect of the real situation they are in and cooperate with all school leaders ,teachers ,and parents to establish a healthy bilingual educating system which is really adapted to local system.
