Discussion On Some Problems About Hubei's Implementation Of Second-phase 'National Poverty Areas Compulsory Education Project'

In the years from 2001 to 2005, Hubei province has carried out the Second-phase "National Poverty Areas Compulsory Education Project " in 15 counties and cities of Enshi autonomous prefecture, Yichang , Shiyan , Xiangfan and Shennong primitive forest area ( it is hereby refereed to Second Phase Compulsory Education Project), These counties and cities are mostly remained with mountainous area, reservoir areas and minority area with poor economic foundation and limited financial resource. Under the financial support of central and local funds and the direct leadership of local governments and cooperated by relevant sectors like finance bureau, city construction department, land bureau, housing administrations, industry & commerce administration and taxation bureau, and through own efforts of education departments, the planning objectives of each sub-projects for second -phase compulsory education project have been completed, that greatly improved school-running conditions for aforesaid areas, consolidated the result of "Popularizing Nine- Year Compulsory Education", enhanced education quality and benefits, promoted sustainable and healthy development of education cause in poor areas in our province.This paper attempts to probe into the experience, problems and countermeasures about the implementation of Second-phase compulsory education project in accordance with requirements of project management so as to draw lessons from certain experience for future project management.This paper has been divided into five parts. The first part has analyzed the second-phase compulsory education project;the second part has introduced the background and requirement for the implementation of the compulsory education project;the third part has presented the basic situation of Hubei province in executing the project;the fourth part has found out problems existing in implementing the project;and the fifth part has analyzed the reasons to the problems existing during the process of implementing the Project and put forward measures for solving these problems .
