As society further strides forward to maturity, science and technology are also continually developed towards complexity and advanced technology. It promotes the augmentation of people's learning necessity and the increase of learning desire. Lifelong learning has become one of the important subjects of the world in the 21st Century. As an important strategy, constructing a learning-type society has become a common trend of the world's education reformation and development.Japan's achievement in the field of lifelong learning research and application is currently being studied and followed by many countries. The purpose of this paper is: Introducing the development and existing conditions of Japan's lifelong learning, and comparing the conditions of our country, borrowing ideas, and providing an effective revelation for the practice and development of the lifelong learning in our country.Constructing of a learning society has been confirmed as an important aim of building affluent society in the report of the 16th people's congress of China. So based on our country's basic conditions introducing, comparing, arranging and borrowing the experiences and methods from some developed countries, are the main driving forces to promote the reformation of the education mechanism and speed up constructing a lifelong learning system. However, in our country, the literature and research finding are very incomplete, and the research and reformation of the system are still on initial stage. From the angle of comparative education, the weak link is made complete in this paper by a comparison with the conditions in Japan and an exposition of the importance and urgency of building up the system.Three ways are adapted during the research. They are bibliographical referencing, field surveying and comparing.The main conclusion of the paper is: Creating a lifelong learning system is a long-period objective of the education reformation of our country, and promoting the lifelong learning behavior is a sally port to solve the equalization problem of education chance and resource sharing. Building a lifelong learning system ensured and supported by related policies, laws and financial resources, is an important and instant work benefiting the nation and the people.
