Our country has realized the popularization of higher education in 2003 when The gross entrance rate is 17%,according to Martin Trow's ideological theory of higher education massification. Function of higher education, train objective and mode of running a school should thereupon change. There are some drawbacks such as unclear types and levels, the unreasonable structure and the main task not being outstanding .It's a key problem how to guide the university and college to run a school base on a type and to fix a position reasonably .College classification is not only a world-wide baffling problem , is also the hot and difficulty problem that puzzles the current Chinese reform and development of higher education. It not only concerns that the choice of individual for the service of higher education also concerns the ample performance of higher school social function as well as the healthy development of continuation, What is more important is that It concerns how country distributes educating resource equitablely. Higher school should form the different types and different levels . They can not replace mutually and not unrealistically compare who is larger and who is more complete.This paper has put forward the conception of Chinese higher school classification with the popularization of higher education .It attempts to establish takes teacher, student and The specifications of training talent three-dimensional classification model. On the one hand, it provides a theoretical framework for the reasonable classification of China's colleges and universities;On the other hand, It provides State departments the information and policy recommendations.
