Urbanization is an inevitable tendency as a result of social and economic development. According to planning of Wenling city development, the urban area will enlarge from 26.35 km2 of 2005 to 44.5km2 of 2020, and the civil population will increased from 220000 of 2005 to 450000 of 2020. So, with the rapidly urbanization, more and more farmers will lost farm-land and obtaining employment for no-land farmers will become more and more severity. In order to alleviate these problems, the education and training system for no-land farmers should be established to increase their knowledge and skills, improve their cultural and professional quality and thus the no-land farmers will become more adaptation for new job and new working environment.Based on investigation on live situation of no-land farmers in Wenling city of Zhejiang province, following suggestions were put forwarded in the presented paper. (1) the basic live maintenance system for no-land farmers composed of endowment insurance system, medicare system and lowest-live maintenance system should be established;(2) improve village-owned land policy;(3) increase compensation standard of expropriating land and diversify compensation content;(4) broaden the ways of obtaining employment for no-land farmers and (5) increase the ability of obtaining employment by strengthening education and training for no-land fanners.Furthermore, the countermeasures of education and training for no-land farmers were put forwarded based on questionnaire of educational requirements for 485 no-land farmers in this paper. Followings were the suggesting measures: (1) establish education and training system for no-land farmers to integrate various educational resources and form more stronger comprehensive ability;(2) abide the principles of farmer center, ability-training center and professional guidance and (3) renovate content, model and method of training and improve educational and training effect.
