China has enforced family planning comprehensively for thirty four years since 1971. It is the longest, widest and most important public policy. According to the content, the policy can be divided into three stages-. The first is the loose "late rare and little" stage from 1971 to the early autumn in 1980; The second is the implement and adjustment of severe one child policy from the autumn of 1980 to August in 1988; In the third period (1988. 9 - ) the policy give priority to those the rural families whose first child is girl, and they can have another child. There have been different evaluations on the policy of the different or same stage. The government and most anthropologists think the policy is good, however, minority have opposite opinions.This paper mainly researches the evolvement status in quo and policy environment of bearing policy. Using qualitative and quantitative method case study and contrast, the paper evaluates the policy, the implement process and effect of the policy in Jiangsu province. From the analysis, it can be concluded that the effect of the bearing policy in 1970 is very good, while very bad in 1980 and relatively good. At last, against the existing problems, this paper put forwards that the bearing policy of Jiangsu province should adjust to the tighten direction and increase the profit orientation to the rural families with one girl. . With these measures, the policy can lead people to born less and better in order to control the quantity of population, improve the quality of people and optimize the population structure of Jiangsu province.
