Jiangsu Province Competitive Sports Referee Selected Evaluation Index System Research

The Tenth National Games hosted by Jiangsu province in2005. The ability of construction stadium, organizing and holding sport event achieved much more productive. Jiangsu province sport bureau hosted32major international sporting events and81the national sport. The number is two times more than2001,2002. The numbers of match hosted in2007,2008and2009improved. Sport competition career of Jiangsu province faces more challenges; add to the second youth Olympic Games will be held in Nanjing city in2014, so the referee management is a more critical problem.The umpire’s chosen is the umpire management system implementing measures, as well as the key to guarantee the quality of umpire. In the referee’s evaluation system, no matter how excellence the referee’s exam, training and judge experience, the referee officiates the match must through the sport bureau chosen. Therefore, the methods of referee’s selection are very critical in the referee’s management.In this paper, by using literature, expert interviews and other methods, basing on relevant literature and its theoretical foundation, to analyze and define the concepts about sports referee, referee’s management system and sport referee’s evaluation system. According to the management theories and evaluation system theories, this paper analyzed the referee’s work role and the work process. According to theories of ethics, this paper analyzed the concept of referee’s morals evaluation, the referee’s morals basic standard and specific standard, and the referee’s morals evaluation reason. Through using the management evaluation information and the referee literature, this paper used the expert advices method, Delphi method and other methods to determine the referee’s select evaluation indexes system. The system includes2first indicators,7secondary targets, and20third indicators. Through using the AHP and other methods, this paper determined the referee’s evaluation indexes weights.
