The School-based In-service Training acts as a valuable applied model of the continuing education of the teachers in the primary schools and middle schools. It plays a great role in carrying out the Cross-century Gardener Project and enhancing the construction of the teaching staff. This paper states the importance, principles and an elementary train of thoughts of developing it, after analyzing its meaning, characteristics and background.The paper is composed of four parts:Part 1 analyzes its meaning and characteristics. The School-based In-service Training is an on-job-training model of the teachers, which is raised and organized by the schools, carried through in the schools and aims at satisfying the needs of the schools and the teachers. Comparing with the special training of the colleges and theuniversities, we can see its characteristics-Aiming at the needs of the schools andthe teachers directly; organized by the schools themselves; the reality of its contents; the flexibility of its ways and being economical.Part 2 probes into its background. Theoretically, the school culture theory, the teachers' professional development theory, the constructivism theory, the teacher education theory and the theory of the schools' construction and management form its theoretical background. Practically, it's brought up originally on the consideration of allthe existing teachers' training models. Why it was raised recently in our country? The reason is that: the reform of the educational administrative system, the expansion of the schools' autonomous power and the arising of the school-based curriculum & the school-based research.Part 3 discusses the importance of developing it. Firstly, it's the need of developing the teachers' quality to carry out the quality education. Secondly, it's the need of the teachers' training of the new curriculum. The third, it meets the needs of adapting the teachers' specialized development. The forth, it's meet the needs of the teachers' individualized training. The fifth, it's the need of the reform and development of the teacher education.Part 4 states the principles and the elementary train of thoughts of carrying it out. To carry out the School-based In-service Training, it's necessary to follow these principles: (1) Considering both of the needs of the schools' development and the teachers' professional development together. (2) The schools leading the teachers and the teachers leading themselves together. (3) The teachers driving one by oneself and driving each other together. (4) Having general demands and treating individually together. (5) Planning for long and developing step by step together. (6) Exploiting the resources inside schools and absorbing the resources outside schools together. The elementary train of thoughts of carrying it out is: enforcing the propaganda and guidance, perfecting the administrative system, organizing the training resources, selecting the training contents, exploring the training ways, consummating the evolutional system and proceeding the experiment & the research.
