In knowledge-based economy society, the human resource has exceeded land, material energy etc. resources, becomes the most important resources in the society and the main motivation in economy developing. It is the most important for human resource management in organization that how to make the structure optimization and combine the current human resource to tap the latent power to make the whole organization efficacy to the best after organization obtaining the human resource. As the base and source of nurturing and educating most students who is the future talents for society, the level of knowledge and the height of individual quality and self-cultivation of university teachers play a decisive role on the quality of the talents. So the university employs many famous teachers and professors with high salary in the talent market to improve the quality of teaching and studying and to improve the comprehensive strength of university. But on the contrary, there are many kinds of talent lose form in the university, one is visible lose, which teachers leave school to another organization, in normal sense, is called "throw up his job and take on another", which makes the university large visible lose of person, money and goods; another is latent lose, which teachers still stay at school, but don't do their best to work, which also makes the university large invisible lose and reduces the whole quality of the school. By designing the questionnaire by self, the author investigates the teachers on the job of two universities in one city and at the same time make investigation face to face to get the first hand information to know the form and characteristic of university teachers' latent lose at the new time. From the investigation, the author analyses the form of teachers' latent lose not having the traditional form of doing part time job, but having many new form because of society developing, such as because the university enlarges the enroll new students scope, the teachers have to do more work so they in fact have no enough time to rest; because of the serious competition in society, teachers have to spend their more rest time to pursue advanced studies to improve their ability of competition; because the university makes greater demands on teachers, many teachers have to give up their teaching and researching work to do some auxiliary job for teaching and researching for they can not meet the demands, so the specialized teachers is decreased; because of some reasons, some talents have been setaside to waste manpower, and so on. By using human resource integrity theory, the author puts forward some solutions to solve the teachers' latent lose in university in the purpose of improving the university comprehensive strength. The solutions are in the level of macroscopic and the whole of university interests to dispose, develop, encourage and integrate the teachers as a whole which will make the best possible use of men and improve the quality of the whole teachers which can improve the whole efficacy of university, cohesion and comprehensive competition which the university can be in an unassailable position in the more serious university competition.
