The conclusion got by all kinds of groups through investigation is that the primary task of American education reformation is the reformation of teaching, since American declared that their education was in danger in 1980s. Moreover, the teacher play the key role to the reformation of teaching. Therefore, a series of reformation scheme on teacher education was posed and put into effect. During the process of reformation and development about teacher education, teacher professional development was taken seriously in American. After rethinking about previous teacher educational reformation, they find that either as scholar teachers or as competency-based teachers cannot deal with the social and educational problems existed, and that teacher is in need of professional knowledge and teaching skills as well as comprehensive quality. What's more, they are inspired that any education reformation needs the support of professional development of teacher education. The teacher educational resource in American elementary and secondary schools has undergone the process of differentiation—integrity—differentiation based on integrity. The course of differentiation and integrity not only includes adjusting the interior resource of teacher education, but also needs the support of exterior resource's guarantee system.
