Research On Poor Undergraduate Students Financial Aid Policy In Zhejiang Province

At present, it is the important part in higher educational management for supporting the poor undergraduate students to finish their studies, and conquering the financial barrier. To rightly grasp the actual effect of formulating financial support polices and its executive effect is the most important part for improving and promoting the undergraduates' supporting work. So this article will focus on Zhejiang province, in which the undergraduates' supporting polices and executive works are at the forefront in China.First, this article studies the theoretical and practical basis of supporting the poor undergraduates. Then, it introduces the concept of developed countries' financial supporting polices, methods and experience of supporting management. It also introduces the developing and evolving process of our countries' financial supporting policies for poor undergraduates since the founding of our country. On the basis of holding abundance first-hand researching datum, it analyses the situation of poor undergraduates in Zhejiang province, the reason of poor undergraduates and the characteristics of regional economy, family and higher institutions' charges and so on. It sums up a series of new financial supporting policies for undergraduates in Zhejiangprovince since 2000. It also analyzes the real situation of financial supporting policies that carried out by each principal bank, university and social organization. Since banks unwilling to give response to our countries' aiding-loan policies for the consideration of its' own benefits, loan environment and the undergraduates employing environment, all of these have become the bottleneck of limiting the fasting development of aiding-loan. In Zhejiang province, the real situation of enforcing the supporting policy in different types of colleges is that all of them presents different characteristics by the affecting of aiding funds, the administrative levels and so on. At present, there are two difficulties in our countries aiding work for higher institutions. As the educational main body, some thing should be strengthening by universities and colleges in the aspect of aiding education. Students' aiding work needs more support from all aspect of our society. Several achievements have been done by Zhejiang province on the basis of its powerful economy. But some people are still lacking of the consciousness of aiding, and it is also difficult to obtain donations from society.
