Because of many historical and practical reasons, there is a great deal of low-level schools in the fundamental education field. The existence of the low-level schools has demolished the education-fairness principle and becomes a severe obstacle in the process of implementing the quality improvement education. Nowadays, the reformation of these low-level schools has attracted much attention in our society. At the same time, it has becomes a key step in the education ideal which emphasizes "found every school for good fundamental education and provide good educational to every student". Our government and the education department have devoted a lot of efforts to the reformation, and have established a good foundation for it. However, there are many severe problems in the reformation because of conservative education concepts, unbalanced resource collocation, rigid education system and so on. It has a great realistic significance to make a study on these low-level schools. Only have a definite object in view and suit the remedy to the case, can we obtain an effective reformation?The paper adopts case study as its main research method. Yangsi middle school as an example to all the middle school in china is a typical case. Twenty years ago, Yangsi middle school is a poor rural school, but now it is a model middle school in Jiangsu province and becomes the famous middle school of china in 2002. The stupendous change attracted education experts' great attention, and the educational department and craft brothers in many provinces all give Yangsi a high evaluation. It's important for our education reformation to investigate Yangsi and find out the reason of its improvement.As a systems engineering, reforming the low-level school needs the cooperation of government and schools. The government is responsible for the reformation and should do its duty well: First, strengthen the ideal of reformation and found every school well. Second, optimize the resource collocation and provide a good environment for low-level school. Third, perfect the management system and urge the low-level school to reform itself. On the other hand, low-level schools should do them best: First, liberate their thoughts and adhere to the ideal. Second, league a team of cooperative teachers. Third, be practical and realistic, and find a suitable teaching and management pattern. This is what we should learn from the Yangsi middle school and it also gives a bright direction to many low-level schools.
