| Development is the constant process of the society while the fertility is an eternal topic of mankind. The mutual combination and mutual promotion of these two historical processes are developing in interaction and reciprocity. The 16th National Congress of CPC has put forward a development goal of comprehensively constructing a comparatively well-off society and the goal includes a comprehensive development mode of a society with a connotation of two sides of the social progress and the human overall development. However, the ever-increasingly serious population situation has greatly confined the development of economy has hindered the sustainable development between man and the environment, resources, economy and the society, has hindered man's personality freedom and comprehensive development, and has also influenced the society's civilization and progress. We apply Marxist theory on man's existence and man's freedom and self-consciousness and the "two kinds of production theory" from the view angle of culture by using combination methods of historical analysis and logical analysis to reflect the behaviors and existence of humankinds. Therefore, we can see that human's faculties are expressed, confirmed and realized definitely and clearly by the activities of material production and its idealized material civilization. Here, man is gradually heading for freedom and consciousness. We seldom find man's essential faculty are expressed, confirmed and realized freely and consciously in population's productive activities and in its ideal fertility culture. Social practice is calling for a new type of fertility culture that be able to lead people to freedom and liberty, realize man's comprehensive development and push social civilization forward. The establishment and development of the socialist market economy have influenced on China's population production and fertility culture greatly. Significant changes have taken place in population reproduction types, fertility models' the ideological theory of fertility, value ideas, knowledge and ability, customs and habits, ethic morality and behavior norms. By abolishing the feudal wastes of the "traditional fertility culture", overcoming the simple and rough "policy-guiding type of fertility culture" and criticizing the selfish tendency of the "western person-oriented type of fertility culture", and combining with the socialist market economy, a new type of fertility culture which is scientific, practical, national, advanced, and of a mass and transcending character is gradually being formed. The new type of fertility culture advocates principles like "freedom, consciousness, equality of men and women, appropriate degree of fertility, healthy birth, excellent education, getting along with each other in harmony, sustainable development, cherishing life and realizing value." Such a fertility culture has a special and important meaning for guiding population production in our country, and for instructing people to practice freedom and liberty in the practice of population production. It also has a significant meaning for realizing man's comprehensive development and for promoting the modernization of population. Moreover, it has great meanings for guiding people to correctly understand and deal with the sustainable development of population, resources and the environment, aiming at the harmonious development of population, economy and the society and for the construction of a comparatively well-off society. |
