Later of 20 century, most of developed countries have finished the transition of the higher education from the elites to the masses education. China is driving in a fast lane of higher education development in the last year of 20 century. But with the transition of the higher education of our country from the elites to the masses education, the conflicts between the quality and the quality are getting increasingly obvious and they have caught the extensive attention from the society. However, the operating the evaluation of the higher education is the effective method to solve them. Most of the governments from the advanced countries actively participate in the evaluation that is to monitor the quality of the colleges and universities and gain the good results. Moreover, they have formed their own mould to guide their behaviors. Undoubtedly, this article, firstly, is to analyze by comparison the function on the higher education evaluation and the reform measures in recent years from the America, France, Britain and Holland and the common tendency concluded from their own evaluations. Secondly, the article is to expose the problems through the investigation mainly existed in the evaluation of the government's dominated control; substandard evaluation behaviors, the unitary criteria of the evaluation. Then, it analyses reasons that the problems existed in present governments on the evaluation. We think that the reasons above lie in the government, it fails to shake off the restriction from the planned economy in the evaluation; complexity and characteristics of the higher education and unreasonable government's dominated control; rules and principles affected the operation of the government's part; absence of the power from the balanced government. At last, the article is to propose some strategies from the four aspects by consulting the experience from the foreign countries. 1 is to free from the frame of the planned economy, transforming the role of the government; 2 to conform to the laws ofthe higher education and found the two "manifold"; 3 to enrich the supply systems and standardize the work of the evaluation; 4 to establish and strengthen the media organizations in the evaluation. Finally, we draw a simple conclusion in the end of the article.
