Content: The new Chinese course standard systematically puts forward three dimensions of course aims, namely, knowledge and ability, processes and ways, feeling attitudes and views. Of them, knowledge and ability is one of the most important new thoughts in Chinese training goals. However, opinions differ to some extent in knowledge learning and forming of ability.From the angle of educational psychology, this paper takes theory research, case research and comparative research, discusses about the following two aspects learning of Chinese knowledge and training of Chinese skills.In view of the features of Chinese knowledge categories, the paper points out that in the standard of new course, the issue "It is not suitable to seek purposely system and integrity of Chinese knowledge "is discrepant. It is supposed to be "It is not suitable to seek purposely system and integrity of Chinese declarative knowledge and ability, "but to seek purposely system and integrity of Chinese procedural knowledge", and prove it through practices of Chinese knowledge and ability e teaching & learning.Concerning with the issue how to cultivate Chinese ability, presentation of the idea that the main way is to practise in Chinese should be absolutely right. Nevertheless, when refers to the question about how to understand the contents of Chinese practice, that is to say, how to practice and perform. The new course raises two means integral perception as well as more reading and writing. In reality, the Chinese education in scientific field, the subject of school disciplines and features of Chinese teaching developing, it is absolutely not allowed. It should seek objective, organized, orderly, scientific and high efficient skill-training, then it can fully raise the students' Chinese basic ability.
