| Chinese higher education is affected by native and international politics, economy, science and technology, and must transfer itself to fit modern, mass, international and scientific higher education. The necessary way by which it can face up to the challenges is to establish China research universities and improve the quality of Chinese higher education. And what is said above is depended on the educational policy conditions and surroundings. The paper tries to analyse the educational policy conditions and surroundings suit to Chinese research universities based on international (especially the United States') experiences.In this paper some innovations are made along the following dimensions: 1.The paper analyse the educational policy conditions of international (especially the United states') research universities from six dimensions: the educational expenses policy condition, the teacher policy conditions, the educational system policy condition, the course policy condition, the quality of students and education evaluation policy condition, science and technology policy condition. In all that science and technology policy condition is a completely new perspective used to annotate the development of research universities.2.Explorating the educational policy conditions of Chinese research universities based on the analysis of the United States' experiences. Because the lack of research about this point, I have read quite a few academic books and articles, studied deeply into it, and formed personal opinions about this problem.3.The paper expounds the surroundings that affect research universities' formation actively depending on analysis from both internal and exterior factors. The former include that free and fair academic surrounding, human-centered humanistic surrounding, trademarked university culture, and the latter include the establishment of learning society, the perfection of democratic legality and the internationalization of higher education.
