With the establishment of the socialist marketing economy system and the further regulation of the industry structure, it is extremely necessary for the local city government, which is responsible for the management and macro-control of the secondary vocational schools, to regulate the current structure of secondary vocational school education to meet the requirements of labor force development. The research on the city(area)-level structure in such field becomes urgent task.Based on clear definitions of the secondary vocational education (SVE) as well as its structure, by means of the principles and methodologies of the systematics, this thesis performs a theoretical analysis of the features, components and functions of the structure of SVE, focusing on the dialectical correlation between the structure and its function, intending to set up a suitable fostering purpose and make the best advantage of the structure. Furthermore, by drawing on the experiences of the structural regulation of the SVE in developed on countries and open coastal cities, the researcher of present paper conducts an investigation and comparing analysis of the present situation of the SVE structure and the economic structure in the underdeveloped areas in Fujian Province, attempting to discover the existing problems and related causes, concerning about the ratio of scale between senior high school and secondary vocational school, distribution of vocational schools, structure of professionals, structure of school-running forms,etc.. Finally the implications and strategies of promoting the SVE structure in underdeveloped are suggested.The present thesis consists of six chapters. A bird's-eye view of the thesis is shown as follows.Chapter one introduces the significance of the research issues, the frame of thought and research methodologies. In Chapter Two, a theoretical analysis of SVE structure, function and the dialectical correlation of between is presented. The third chapter reviews the positive and negative experiences of the SVE structure in developed countries or areas. Chapter Four analyzes the present situation of the SVE structure and the local economic environment in underdeveloped areas in Fujian Province. Chapter Five is devoted to the further cause-and-effect analysis of the structure problems. In the Final chapter, the strategies of education-structure-promotion are proposed.In accordance with the inner logic of the research issues, by means of investigation, statistics, comparing analysis, etc, this thesis explores the above contents step by step, hoping for contributing to the theoretical building and practice work of the structure-regulation of the SVE in underdeveloped areas.
