Since reform and opening-up, our country has made the brilliant achievement in basic education. By the end of 2000, the goal popularizing nine-year compulsory education and eliminating illiteracy between young and middle-aged people (abbreviated as " two bases " ) is basically realized as scheduled. However, because the economic and social development between the areas of our country is uneven for a long time, and the influence of the two-side economic structure in urban and rural areas, the education development level disparity is widened day by day between different areas, between town and country and between the schools in the area. And there is obvious disparity between the chance and quality that different colonies receive an education. These questions have caused the great attention of the government and various circles of society, the Central Party Committee, the State Council held the national education working conference of the third time and national basic education working conference successively, have drawn up overall plan to the reform and development of the basic education. " Nowadays, balanced development of the basic education " becomes a basic idea and strategic choice to the basic educational reform and development of our country in the new century, it has a very important meaning in deepening the basic educational reform, improving the quality of education in an all-round way, meeting people's demand for education, promoting education fair and realizing the fair in the field of basic education.At the foundation of analyzing " balanced development of the basic education " in brief proportionally, contacting the reality of educational development of urban area in Guilin, utilizing a large amount of firsthand materials got during the on-site inspection, this text announces the unbalanced phenomenon existing in the basic educational development of urban area with the real example method, makes a concrete reason analysis of the out-of-balance on educational development of urban area. Finally, on the basis of on-site inspection and comprehensive research, the text puts forward several countermeasures of promoting the basic education of urban area to develop proportionally. Having certain theory value, there is a great practice meaning to balanced development of basic education in urban area.The thesis is divided into three parts altogether. First part is the theoretic analysis about balanced development of the basic education. At first, it defines the balanced development of the basic education, analyses the background of this theory, then points out respectively the political, the law and the educational foundation of balanced development of the basic education, puts forward some theories of bringing about an advance in basic education equilibrium at the present stage.The second part summers up the situation on development of the basic education of urban area in Guilin at first, on the basis of this, then analyses unbalanced current situation of educational development in primary school education, junior middle school education, ordinary high school with the real example method. it points out that the economic disparate development and the deviation of traditional policy between the areas, between town and country, is two main reasons of educational unbalanced development in the urban area.The third part is about the countermeasures. It proposes eight countermeasures of promoting balanced development of basic education of urban area in Guilin on the basis of on-site inspection and comprehensive research: First is to advance the standardized construction of the middle and primary schools, to adjust the overall arrangement of the school rationally, to realize standard management of the basic education; Second is to strengthen teacher's building, to set up optimization mechanism of personnel training and flowing; Third is to greatly push into the reform of the examination policy to lessen the examination competition among schools, realizing the relative equilibrium of quality of students so...
