Educational policy is the public policy that is established by the state and the government in adjusting the social problems and the profits relations in the educational field. It is the action rule set down for the realization of the educational targets and tasks during a certain period of time. The economic effect index brought out by the education policy has become an important reference ground for the standards of the educational policy teleology.The consequences and the influences of the educational activities turn out to be more and more obvious during the period of intensive reform. Therefore, higher and more requirements are made on the educational policies constituted by the government. In the appraisal course of the execution of the educational policy in China, attention is paid to the educational function, fully considering the importance of education in the social development and the individual body-and- mind development, but seldom using the pure utility standards of the public policy theory in scaling the advantages and the disadvantages of the educational policy.The paper is divided into three parts. The first part mainly introduces theories related to the educational policy appraisal. The second part focuses on execution situation of the educational policy in China. And the last part makes analysis on the economic effects through three policy implementations, which have great influences on China's higher education in recent years.
