As a salary form different from the single one, the framework salary has its own advantage that its function as stimulation can work well. Putting the framework salary system (FSS) into effect as a reform of the school's interior management system is very important on stimulating teachers, as a result it can make them more active and creative. Considering thoroughly from the angles of Management, Psychology and Education, we can find the problem in the prevailing salary system by studying the cases of functioning mode of salary system in the middle and primary school, Fujian province. There are some disadvantages on the system of hour allowance, post allowance and bonus in the FSS. To solve the problems, the reform of the FSS should be based on the salary-point system. Consequently, it will make the FSS more popular and operative. What's more, it will contribute to the whole reform of the school's interior management system. Also an opinion should be held during the school management that the importance of person with ability is never overestimated.
