By using such methods as documentary research, this essay does some comparatively systematic researches on problems of creating the characteristics of secondary and primary school. And it also tries to probe into the regularities of the creation of the features of secondary and primary school to guide its practice.The characteristic of secondary and primary school is external expression, which is formed through long-term cultural accumulation. It also has its own inner structural elements and features. To create characteristics of secondary and primary school is for the purpose of implementing quality educational system, for the needs of building socialist educational system with Chinese characteristics and for the needs of cultural cultivation. It is a complex and systematic project, it not only needs inside condition to assure it, but also requires outside factors to support it. Inner conditions firstly refer to an individualized headmaster. To create features of secondary and primary school, the headmaster must have strong sense of characteristics, broad and profound knowledge, special personalities and special and creative capabilities of management. Then it also includes excellent faculty, material conditions, basic qualities of students, effective management and so on. The exterior factors refer to the policies made by government and educational administrative department and their aims or purposes of management, the support from all enterprises around school, scientific research groups and public opinion, the help and the cooperation from families and scientific research groups, the instruction and the help from specialists and so on.Creation is an essential factor which shows the creation of the characteristic of secondary and primary school. The important purpose is to make students' potentials developed most in the creation of the characteristic of schools. Only when we comprehensive examine the characteristics of schools. Can we really help create such features. Therefore, in order to succeed in doing so, we should lay emphasis on following strategies: to find correct value target, to have reasonable target orientation, to follow the principles, to create special school culture, to build the patterns school development and management, to optimize faculty, to form teaching characteristic to strengthen education and scientific research and to continue to do practice and research.
