The thesis was based upon the new situation that China is building an easy society in all-round way and advancing the balanced development of the compulsory education at the beginning of the 21th. It is indispensable for an easy society in all-round way building to pay attention to the benefits of the disadvantaged in the society. On the other hand the compulsory education conditions of the disadvantaged children are directly connected with the realizable degree of the easy society in all-round way building.The compensation for the compulsory education is an tactic for building an easy society in all-round way and advancing the compulsory education balanced. The compensation for the compulsory education is that nation or society takes all measures or acts to ensure the compulsory education of the disadvantaged children. However, at present, the value basis on the compensation for the compulsory education is confusion for many people (1) from the right-obligation visual angle, whether the compensation for the compulsory education is the national obligation? (2) from the social profit visual angle, whether the compensation for the compulsory education is worth? And what is its social profit? (3) from the ethic and social progress visual angle, whether the compensation for the compulsory education is the embodiments of educational progress and social civilization?The thesis tries to explain that the value basis and its rationality of building compensation for the compulsory education in all round way at present situation, and sparkplugs a positive strategy of the balanced development of the compulsory education, which is the compensation for the compulsory education. First, from the right-obligation visual angle, the compensation for the compulsory education combines the individual rights with the national compulsory obligation; secondly, from the social profit visual angle, the compensation for the compulsory education is the new development and profit viewpoint, and is the reasonable choice for the whole society profits maximizing; at last, from the ethic and social progress visual angle, we discussed that the compensation for the compulsory education is the realistic demand of the educational justice and the embodiments of the educational progress and social civilization.In conclusion, the compensation for the compulsory education is the basic value ideal that advocates and pursues the active promotion of the education right, the whole development and profit centered at human and special treatment in justice principle. Although the compensation for the compulsory education has some passive characters such as compulsion and dedication for the nation, we should set eyes more on its internal characters such as promoting fundamental benefits and embodying morality consciousness. The compensation action is the feat that benefits more than the whole people and the offspring. In fact, the compensation for the compulsory education is not that no choice but to do, on the contrary, it is the long-profit investment for the whole social profits, the sublimations of society and education, the corroboration of morality, and the brightness action of justice-profit.
