Reserch On The Compensation Problems Of Rural Compulsory Educational Cost In Shenyang

As compulsory education is centralized to run schools, increase education scale, modernize teaching conditions, which objectively calls for adding the investment in education. However, the Government's expenditure allocation for education in such schools is still allocated according to the original funding criteria. Therefore, on the one hand, such schools'demand for compensation of the education cost is growing; on the other hand, the Government's expenditure allocation for education are is not adjusted to the actual situation, which causes education expenditure insufficient and constraints the rural schools'sustainable development of nine-year compulsory education.This article is aimed to compensate the rural compulsory educational cost, then confirm the appropriate, reasonable and scientific expenditure compensation measures for the development of compulsory education in Shenyang city in this period.It also adopts the methods of on-the-spot investigation, symposium and questionnaire survey to research and investigate the nine-year compulsory educational expenditures in rural schools in Shenyang City. Meanwhile it gathers the resources of educational expenditures and the actual disbursement information, analyzes the situation between supplies and demands of educational expenditures, finds out the specific reasons of supply gap for the expenditures, calculates roughly the financing gap of compulsory education.Through the analysis, it turns out that:compulsory educational cost is increasing year by year, cost compensatory mechanism and dynamism couldn't resolve the existing problems, the compensatory manner for compulsory education is singleness, the allotment manner for schools is lack of comprehensive.This paper presents the suggestion and solutions to the compulsory education from the aspects of increasing the inputs and decreasing the educational cost. This will provide a reference for resolving the bottleneck problems of Shenyang rural compulsory education and reasonable expenditure for Shenyang government, and also will have a practical and guide meaning to promote the sustainable development of rural compulsory education in Shenyang City.
