With the rapid development of internet and information technology, distant education is taking a more important role in instruction area. It affects the traditional instruction in contents, methods and patterns. Large quantities of high-quality coursewares are needed in distant education. Now many educator commi t themselves to develop courseware. But different coursewares often have different format, so they can not share data with each other. The reason lies in lack of a series of uniform courseware standards and a powerful tool to handle courseware using these standards.XML offers a new way to uniform the format of courseware. The data wrote in XML have the advantage of Object-Orient and Cross-platform. Although now a lot of work on establishing courseware standard is done both at home and abroad, but there is still distant between these standards and practices. Tools aimed at certain standard are very lacking. This article emphasize particularly on designing a series of courseware standards, and making courseware according to these standards be able to be shown in normal Web browsers.This article first introduces foreign and civil researching oncourseware, expounds mature ones in details, then brings forward a new standard on page in courseware, and consequently presents a concept of courseware standards system. In the second main part we develop a browser to view coursewares following the standards mentioned above.
